The PPC is constituted of 9 Commissioners, eight part time Commissioners and a full time Chairperson appointed by the Premier to serve for a period of 5 years. The PPC seeks to compliment the National Planning Commission (NPC), advises and makes recommendations to a Planning Sub-Committee of Cabinet on matters related to:

  • a long term strategic development perspective and vision of the province;
  • ensuring coherence in policy development and planning across the Provincial Government; and
  • strengthening performance monitoring and evaluation to assess the pace required to deliver on the desired outcomes


Functions of the Provincial Planning Commission

The functions assigned to the PPC are to undertake planning and make recommendations that will:

  • Lead to the development and/ or periodic review of a long term Vision and the Provincial Growth and Development Strategy for the Province, for approval by Cabinet;
  • Guide the review of the Provincial Spatial Economic Development Strategy;
  • Guide the development of a Provincial inter-modal Transport system;
  • Lead investigations into critical long term trends in the Province, with technical support from a Secretariat and in partnership with relevant other parties;
  • Guide the review of the Skills Development Strategy;
  • Inform advice on key issues within the ambit of provincial competencies as contained in sections 125, 146 and schedules 4 and 5 of the Constitution of the Republic of South Africa, as well as on any matter related to a national competency that may have a detrimental impact on the Province;
  • Assist with mobilising society around a provincial vision and other tasks related to macro policy development and provincial strategic planning;
  • Contribute to reviews of implementation or progress in achieving the objectives of the Provincial Growth and Development Strategy; and
  • Contribute to development of national and international partnerships and networks of expertise on planning.
